Mediation and Fact Finding Experience :
Since October, 2013, I have worked as a contract attorney in the Civil Rights Division of the Department of Agriculture, insuring that investigations of EEO discrimination cases are timely, impartial, and fair. In addition to overseeing investigators, I review and approve reports of investigations (ROIs). I have mediated 76 federal workplace and state court-referred cases with 63 agreements. The federal workplace disputes and employment discrimination cases that I mediated with Federal Sharing Neutrals, the government’s interagency mediation provider, included one or more disputes or cases at Army Research Laboratory, Bureau of Alcohol, Tobacco, Firearms and Explosives, Census Bureau, Department of Labor (OSHA), Department of Labor (Wages and Hours Division), Executive Office of the President, Farm Credit Administration, Federal Aviation Administration, General Services Administration, National Transportation Safety Board, Pension Benefits Guarantee Board, Small Business Association, and the Department of Agriculture (Natural Resources Conservation Service). As a Virginia Supreme Court Certified Mediator (#2747), I mediate court-referred small claims, landlord tenant, and general district court cases in the Alexandria, Arlington, and Alexandria courts. Since 2011, I have been a Board Member of the City Employees Review Board for Falls Church Virginia, which reviews appeals of management decisions regarding city employee grievances. As a neutral senior counsel at the National Labor Relations Board, I evaluated issues of facts and law in more than 100 unfair labor practice and representation elections cases. I wrote objective bench memoranda with recommendations for the disposition of cases for the Labor Board and drafted decisions for the Board’s Republican majority and dissents for its Democratic majority.
